MBOIA Board of Directors meeting April 21, 2005
Cole Farms Restaurant, Gray, Maine, 9:30 AM

Attending Tim Nelson, Bruce Smith, Dick Lambert, Dabney Lewis, Al Ferris, John Thompson, Dave Grysk, Frank Tracy

The first item discussed was a Howe and Co. bill for legislation related material $110 and bill for raffle prizes $27.15. Both voted to be paid.

Income and Expenses -

A 2004 Income and Expense analysis was passed out by Dick Lambert. It is whole year review on a 3 page document. Dick directed attention to the last page where a great deal of analytical work was done. There was a discussion of the results of the analysis with agreement that further discussion be held for the Membership Meeting at 10 AM .

Legislative Report -

Al Ferris says he spoke with plumber who prefers the IPC because it is simpler to plumb under the IPC. NH was a fight, he says, because of the plumbers as well.

Bruce Smith pointed out the assessor in Gray knows Ms. Austin and will give her a call. Austin said she got 6 calls from local plumbers. All agreed to work on telephone calls to legislators. Bruce explains ICC gives more control over codes although he has some issues with the energy code. They need to change ASHRE. Mark Tebbets explains that NFPA website shows that NFPA/IAPMO/ASHRE says that 2004 ASHRE and International Mech. Code eventually will need to be adopted. Need mechanical code as well so they work together. Basic idea is energy code says insulate, ASHRE says have to have ventilation. ASHRE is much more complicated. Make it simple and understandable and it would be better. ASHRE is a standard, and is hard to understand.

IRC, Eergy Code and IPC are in residential codes. Everyone with IRC has the IPC. Same with Mechanical and Energy codes, Mark Tebbets says. Use ASHRE for commercial options. Bruce Smith asks if we can do a family of bills? Tebbets says that will involve future coordination between MBOIA and ICC. He will help where he can. There is a great deal of overlap. Clearly there is a lack of clarity. Probably only overlap is egress. Use that and sprinklers to locate overlap. Where there is a building inspection system there are fewer fires, Tebbets says.

Rehab Code -

Registration of contractors is a part of this.

Bylaw Changes -

Board has copies. Tim doesn't have a lot of feedback, needs that to move the agenda along and encourages the board members to get busy and get information to him.

NE Building Officials meeting - Classes discussed. Good program of classes that should be finalized by 4/22 in Sturbridge. Dick and Tim to attend the meeting.

Plumbers Examining Board -

Board discusses a position to be nominated for the Plumbers Examining Board (PEB). Board discussed nominations for the new seat on the PEB. Bruce Smith , Robbie Fecteau and Carroll Shepard were named as potentials as well as two others. Both were asked to submit resumes. Board should review this in May and make a recommendation to the Governor.

May 17 meting with James L. Witt -

Witt will only be here Mon. and Tues. Also invited Henry Green who will be in New England Wed. and Thurs. for ME and NH. Benefit is that MBOIA gets face time with Mr. Green. Discussion of a Casco Bay Cruise.

Fund raising -

Mark Tebbets - Have only done a few. A plan of time and classes will bring in more money, he says. Bruce suggests that Members will offer to host. Tim and Dick suggests the MBOIA has an ICC certified.

General Membership Meeting Notes

Presentation by DHE staff

Roby Fecteau - Introduces speakers, Ken Stratton and Jennifer Sanborn. Ken is the new "Jay Hardcastle" position, the State Inspector who can help LPIs with issues. He promises to do a much better job of that and introduces Jennifer Sanborn. She also says she will be sure to get back to LPIs who call and be more interactive. Ken and Jen talk about DHE issues, exterior plumbing code problems and helps for more than an hour. After their presentation they were given a round of applause and invited to dinner.

Meeting:

President Nelson has a throat ailment and asks Dick Lambert conducts the meeting. Dick agrees and starts with a call of the roll of officers. That done, a quorum is accepted as being present after a voice vote.

Commemorations:

Al Ferris, who is a retired member with great experience and who has been of assistance to MBOIA over the years.

Financial Bills Reviewed-

Reviewed Dick's chart from Ex. Brd. Meeting. Some discussion, especially of Howe & Co. costs and it was pointed out that the amounts spoken were partly for fees and partly for direct expenses for mailings and printing for meetings and for classes. Discussion of report presented to Exec Brd. was reviewed and accepted.

Committee reports -

Education - Barbara McPheters says 3 night seminars conducted by local lumber company. Each person received a commentary. It was a 2 hour session with 168 contractors registered. Large earnings for MBOIA.

Legislative -

LD 993 to get UPC voted ONTP

LD 1056 to get the IPC voted OTP with minority report signed by both chairs so it will be a fight.

Discussed putting talking points on web site as well as other legislative info.

NE Building Officials Ed. Comm. -

Meet Friday, MBOIA will be there. Board members attending many meetings in may places. Will discuss septic systems installed data base to see how they might be licensed in future. Need to update of email addresses.

BCWG update ->

None

Bylaws -

Art. 3 Membership proposed. Active membership to include retired members. Adds retired member and subscribing member as voting Board members. Membership generally agrees. Passed by all

Art 4 dues. Recommend increase to $35 for members, $45 for subscribing members. Barbara McPheters moves $35/$45 as drafted. Discussion about how many subscribing members. Frank Tracy says it's a lot of money. More discussion of keeping it at $25. Concern about losing members is voices, especially the part time members. Barbara says the by-laws committee struggled with the decision. Long discussion ending with final vote that there will be three levels of membership and dues: part time members will pay $25, members $35 and subscribing members $45.

Art 9 Assoc Directors. Voted to add 2 members to Board, one can be voting subscribing member. Allowed subscribers to take 1 seat and struck provision against multiple members from same town (can have more than one Board member from a single down). Vacancies can be filled with other than subscribing members, if candidates are available, but does allow subscribing member to be part of Board as voting member.

Annual Meeting -

Discussion about where to hold it. Moved to change the Waterville location. Was there because that was where MBOIA was formed in 70s. Barbara M. points out that Southern Maine is where the interest is, she would rather have the meetings in the south. Dick L. concludes from the discussion that the Board will find a site somewhere in Maine 90 days before the meeting in Sept.

New Business -

New members Ken Shupe and Allen Borg voted into association.

Me Building Safety Week - Exec Brd. Will work on proclamation and news articles to promote Building Safety Week

Henry Green will be at meeting in May.

Discussion of Plumbers Licensing Board. Board will accept nominations from members
