  1. Call to Order: President Tim Nelson called the meeting to order at 1:00 p.m.
  2. Roll Call: In attendance were: Dabney Lewis, Bruce Smith, Kathryn Joiner, Al Farris, Tim Nelson, Mark Tebbets, Barbara McPheters, Dick Lambert, Carroll Shepard, Paul Demers, Frank Tracy. President Tim Nelson determined a quorum of officers.

     

  3. Reading of the minutes: There were no minutes to be read.
  4.  

  5. Communications and bills: Tim Nelson reported he has several communications:

    •  Letter dated 05/19/06 with regard to the Legislative Updated from the Home Builders Association.

    •  Letter from Ron Piester - New York - On board of ICC - Board put support behind him at the meeting this morning.

    •  Signed copy of Service Contract from MMA

    •  LDs 1981 & 2089

    •  Last evening had dinner meeting with the ICC Officers. Went very well.

     

  7. Report of the Officers and Treasurer's Report: Al Farris reported on the financials to-date and read the bills to be paid.

    Al Farris reported on the following: Bank Statement Date: 5/31/06

    Checking Balance: $3,178.31

    18 Mo. CD's: $3,651.71

    12 Mo. CD's $2,622.26

    Total Current Balance $10,757.46

    103 Paid members to date. 94 non members to date.

    Motion made by Paul Demers, seconded by Frank Tracy, all approved the financial report.

  9. Report of the Committees:


    1. LEGISLATIVE: Tim Nelson noted there were two bills signed by the Governor, LD 1981 and LD 2089. Not very successful this year. Brief discussion on proposed LD on Building Codes.
    2. ESBOF/NEBOEA: Tim Nelson reported they had meeting last Friday. They are getting close to finalizing the classes for October 2-5, 2006 for the New England Municipal Building Officials Seminar. It will be in Amherst , MA at the University of MA . He noted that the fee for the classes has increased. Increase is a result in an increased cost of food service. There will be a meeting on July 14 th to finalize the classes. Tim reported on the Proposed workshops:

      •  Fire Protections Requirement of 03 IBC

      •  2005 NEC Update

      •  2003 IBC Mechanical Overview

      •  Basics of Wood Frame Construction

      •  Electrical Requirements of the IBC

       

      Paul Demers noted that the increase would include all meals and snacks. The fee will be $295. It worked out that the class itself was about $50.00. He doesn't feel it's a bad deal.

      Tim Nelson noted they are not participating a lot with ESBOF.

    4. NERC (Region 6): Tim Nelson reported that the paperwork is done to become an ICC Chapter. They have gotten all the commitments. There will be a teleconference call on June 12 th . Hopefully this will go through. He noted that the NERC Committee has done a great job to get this accomplished. The Officers will be sworn in at the Annual Business meeting in Orlando , Florida . They will submit their paperwork to the ICC. Part of the June 12 th conference call will be representation on the ICC Regional Coaliation.
    5. ICC Governance Committee: Tim Nelson noted that June 14 th they are having a teleconference call to discuss proposal of changes of the Governance of ICC. The Northeast needs to step up to represent some changes. Contact Tim Nelson with any concerns.
    6. Review of our Finances: Tim Nelson reported that Roger Timmons would sit on the Audit committee. He noted that they are in need of two other members to sit on this committee. Dick Lambert will Chair this committee. Mark Badger & Jodine LoPresti volunteered to sit on this committee.

     

  10. Unfinished Business:


    1. MMA Service Contract: Joan Kiszely distributed a final copy of the signed copy of the Administrative Services Contract. Tim Nelson reported they would be coming on Board July 1 st , 2006 . He noted that Joan Kiszely or Margaret anghill would be the Administrators for MBOIA.

    2. Barb McPheters reported on the MBOIA classes for outside membership: She has a contract with ICC. She noted she missed the deadline for the June seminar. She reported the following:
    3. •  July 19 - 2003 IBC Architectural applications for Designers

      •  August 23 - 2003 IBC Accessibility & Usability with 1998 ANSI Requirements

      •  September 20 - 2003 IBC Solving Means of Egress In Commercial Buildings

      Times: 8:30 - 4:00 p.m.

      Full day seminar with $2,400 Honorarium, Workbook price per person, $15.00, Code Book 2003 IBC per person, $71.00.

      The April school was well attended. She doesn't have a full account on this because she is waiting on the function room bill.

    4. September Golf Tournament: Joan Kiszely distributed a Draft Golf Brochure for Sept. 14 th , which will take place during the MBOIA Annual meeting. Tim Nelson reported that the Tee time is at 1:00 p.m. The total cost per player will be $65 per golf and meal. Spring Meadows is giving a very good deal. He noted he needs two other members to join the Golf committee to help pull this together. Paul Demers is working with Tim Nelson on the golf tournament. He will request the membership to go out and try and get donation for prizes and sponsorships. This will be an open tournament. Looking at $120 for sponsorship.

    5. Website/Newsletter: Tim Nelson reported that Mike Nugent has been communicating with Jessie Costa to upgrade their website. Mike volunteered to update the website. ICC may be sponsoring some websites.

     

  11. New Business


    1. New Members: Boni Rickett, Plumbing Inspector from Naples and Justin Brown, Deputy CEO of Falmouth .

    2. Dick Lambert reported that the ICCF would be sponsoring a Silent Auction during Exhibit Hours Sunday, September 17, 11:00 a.m. to 5:00 p.m. And Monday, September 18 th , from 3:00 to 7:00 p.m. at the conference in Orlando , Florida . The beneficiary will be Habitat for Humanity - Orlando , Florida . Dick noted the success of this event depends on the gifts donated for the auction. He would like MBOIA to donate $100 LL Bean gift bag. Motion made by Bill Longley, seconded by Frank Tracy, all approved to donate the $100 cash value for the gift.

    3. Tim Nelson noted that he is considering running for the ICC Board at the ABM to be held in Florida to represent the Northeast. He is looking to the board for support. He will offer this to the NERC Committee. He will step up and run for this position.

    4. Al Farris reported that Clough Toppan has convened a work group to discuss changes on the Subsurface Wastewater Disposal Rules. The meeting will be the first Wednesday of the month at Key Bank Building in Augusta from 3:00 p.m. to 6:00 p.m. Four sub-committees have been formed to work on items to revise the subsurface rules. Clough will bring in other volunteers to work on these issues. He noted that Dana Darling is doing Consumer Education for Septic Inspections. He would like to work with this membership on education. He can invite him to the next meeting to do a brief overview.

    5. Tom Reinsborough reported about the storm in New Orleans and the devastation there. He noted this could happen in Maine . He feels it is critical to build structures to the standards. As people build new homes we need to pay attention to the building codes. Tim Nelson may invite the Home Building Association, FEMA & Engineers to their next meeting.

  13. Raffle: $20.50 raffled off. Mark Badger won the raffle.

     

  14. Adjournment : Paul Demers made a motion to adjourn, seconded by Frank Tracy. All approved to adjourn the business meeting at 1:45 p.m.
